Uh, Riiiiight

Let me see if I have this straight:

The Bush administration claims not to know where Osama Bin Laden is, thus no "October Surprise" is possible. Yet they seem to know that he's in Pakistan, and they seem to know that he's preparing to move to Afghanistan, according to this story.

Will someone please explain to me how one could know this without knowing where he is now?
